Please send the photographs and finger impressions of the Chinaman here. The opinion of the Lieutenant

Governor is as follows:-

Independently of any sentence passed upon him by

the French authorities he should if possible be kept

under arrest till the end of the war, In no case

should he be allowed to proceed to India or Burma.

There is no ground for applying for his

extradition.
